There will be a list, but it won't be a master list. And by "master list" I mean that the people on the list are the only people you can draft. Players shown on the NHL 2006 link is a good gauge of who is available, as well as there will likely be a Excel sheet sent out with draftable players.
Players who aren't draftable are players who are in the 2006 NHL Entry Draft. Other than that, any player to pass through a previous NHL Entry Draft, drafted or undrafted, is available.
