Where there would be an issue is if I told NYI to make an offer of X amount on Hjalmarson, and then doing some kind of deal where I would end up with Hjalmarsson at that salary, and give the other team something for making the offer.

Basically any effort to get someone else to make a deal for your guy, where you end up with him, is going to be heavily fined.
