Downloading league file

I am having difficulty downloading league files.. Its always stuck at 99 percent and wont fully download... and if i dont save to my desktop and use "run" the file... it takes me to another page cause its "unknown" ... anyone else with the same issue? or does anyone know the answer to the problem to fix it up. thanks

If anyone is having a similar problem:

Download them from this location, not the league index, and let me know if youre still encountering the same problems.
