Frankly, I don't think Savard should be eligible to be tagged.
Since we're going purely off salary now, I don't think you should be able to use the Lemieux tag in year 3 and the Lowe tag in year 4 to tag the same player at the same salary level. No player in the league can be tagged in an odd followed by an even year (e.g., 3-4, 5-6) so this situation shouldn't be any different.

The only reason Kirk would Lowe tag Savard is to trade him as soon as he hits 41 games.

That's not really the crux of the arugment. Despite his salary being under $2.5M this year, Savard was tagged using the Lemieux tag because he was considered to be a player having an OV rating of 77+. However, this off-season we scrapped the OV as a result of the conversion to the STHS.
Under normal circumstances, one would not be able to tag a player twice in seasons 3-4, 5-6, because they would have had to have used the same tag twice in those years.
In any case, Savard will be a UFA after next year whatever the outcome...

I understand your argument, but this was talked discussed (not sure if it was privately or publicly) in the offseason when the tagging rules changed. Otherwise I would have picked up another goalie at some point.

Actually it would be possible, as if a player was 75 OV in season 3, then 78 in season 4, they would be able to be tagged....
Granted star players would be unlikely to drop below 77, but just saying that it is possible
I am not in favour of getting rid of them next year.
I'd agree to get rid of them for season 6, however, some people have made plans to use tags in season 5, so it would be unfair to get rid of them for next year.
