OK, so I've got 2 guys that are suspended and they've each been out for at leat one game.  1 guy has served 4 now.  Does the sim not recognize preseason games for t the suspended players?

No the sim does not remove suspensions during the pre-season. They will only start to be removed once the regular season starts.

Though suspensions should be deactivated during the pre-season.

All suspensions will be removed prior to the season start so they do not accrue in inot the season
