What happens to a guy like Crosby? He obviously will play on BUF's pro team, but since he's 23 or under he is exempt from the waiver draft. Would he be put on the pro team or the farm team when we send in these lines?
1. Guys 23 and under staying in pros don't have to clear waivers, so they can be kept on the pro squad in your lines obviously.
2. Had answered previously, but no their is no altering of the 20/3 ratio
3. Rookies are not exempt from waivers going forward, that was one of teh things we were changing with the move to STHS to better track these things, I erroneously included it in the new rules.
Make your 23 man pro roster. Anyone sent to minors who is over 24 will be exposed to waivers, and the sim will tell you so.
For instance my 23 man roster has 5 guys 23 or younger. So I have protected 3 goalies and 15 skaters.
If I want to claim a player in waiver draft I would have to expose/demote another player. Since my 5 under 23 players (Gagner, Kessel, Getzlaf, Burns, Phaneuf) cannot go to minors. I would have to demote probably Jordan Hendry for example. Or if a team has a 23 or under guy in the pros who could go to AHL (say I had Kulemin) I could pick up a waiver claim, and demote him, without exposing a player.

Ok, after talking to Bryce I discovered I was completely confused about this waiver draft. In order to help those who may be in the same boat, here are some clarificaitons:
1.All rookies are exempt from waivers. Wrong - rookies are not exempt from waivers
2.A rookie can only go to the minors if they played in at least 5 AHL regular season games the corresponding NHL season. This is to prevent young stars like Crosby, Toews, Gagner etc. being stashed on AHL teams when they are in NHL.
Should read: Any player 23 and under can only go to minors....
3.All players 24 and older must clear waivers before being demoted, either in the waiver draft at the beginning of the season, or by going through waivers at another time.
4.Once a player has cleared waivers, he may move up and down freely until he has accumulated 10 games at the pro level. After that time he must pass through waivers every time he is sent down.
5.Players with a contract of 1.5 million or more may go to the farm, but they MUST clear waivers first. Even if they go the minors, their full salary will be paid. However, during the UFA period, they must be in the pros so their salary is reflected there.
6.Players on waivers are sent to the minors immediately, and are eligible to play in the minors.
7.Players on waivers are exposed for 48 hours, at which time if no team has claimed them, they can stay in the minors. If they are claimed they change to their new team.
8.For the first 30 games of the season the priority order will be in effect. Once a team claims a player that team goes to the bottom of the list. If he is claimed after every team has played 30 games he will go to the team with the lowest amount of points at that junction in the season, if the teams are tied, then it will go to the team with lowest Goals Scored.
9.There is no monetary penalty for teams claiming a player from waivers or the waiver draft. There is no monetary compensation for teams losing a player to waivers or the waiver draft.
10.In the Waiver draft, teams do not need to protect players 23 and younger, and can protect up to 20 skaters, and 3 goalies. If you claim a player in waiver draft and are then over the limits, you must unprotect someone. If you claim someone but are still under the limits, you do NOT have to unprotect anyone.
I feel this is not clear. We are not really "protecting" anyone. We are just naming our pro team to start the season. This rule needs to be reworded something like this:
Prior to the beginning of the regular season there will be a waiver draft. In determining who is (and who is not) available on waivers, the following will be done: a) Teams will have every one of their players (pro and farm) placed on the pro team. b) Teams will then submit new lines with no more than 20 skaters and 3 goalies remaining on the pro team (the team's season opening roster, essentialy) c) Players who are moved from the pro to the farm in step "b", and who must clear waivers according to rules 2, 3, and 5 above will be exposed in the waiver draft.
11.The Waiver draft will have 3 rounds, and be done live on 3 consecutive days. It will begin exactly 1 week before the season starts.
Scratch this part, the timing and method of doing the draft may change from year to year I imagine.
Added an additional rule (12) for clarification:
12. Teams must remain within the 23 man (20 skaters, 3 goalies) limits for the duration of the waiver draft. If a Team adds someone in the waiver draft that player must go to the teams pro roster. If this puts the team over the 23 man roster limits, the team must send someone to the minors (not the player they just added). If the player being sent to the minors must clear waivers according to rules 2, 3, and 5 above, this player will now be exposed in the waiver draft.

If I have a 24 year old player (A) that I do not protect because I want him to play in the minors, and in the first round of waiver claims I have another player taken (B) could I then protect player A to be placed in the minors or would he have to get through all 3 rounds to get to the minors?
From your great write up above it sounds like he would have to get through all three rounds.
So is it better to try and squeeze him through in the waiver draft or once the season starts?
Also if a team happens to lose 3 player(max) then is everyone else considered as having cleared waivers both on age and AHL games played last season and therefore are able to be put in the minors.
Exp: I have a 22 year old player who I want in the minors, now he is exempt but did not play 5 AHL games last season, do I have to put him on my non protected list to let everyone know he could be taken, just to get him through waivers.
