For everyone but Steve, only 24 and older have to go on waivers before being sent down, for Steve everyone Steve has goes on waivers whether on main roster or farm.
Seems much easier to me.

Any chance the rule on age vs games played can be opened up for more league talk.
Maybe a rule that if the player is 23 and under and might not have the 5 games played outside the NHL, can start in the minors for the season but if he is brought up at any point in the season and plays in 5 games then he has to clear to go back down.
Example:
A player like Anthony Stewart (age 23) 59 games played for FL none in the AHL, his rankings suck but not a kid I want to give up on it would let me see if he might get better this year with the Panthers to see if he is worth keeping next season, never going to play for me this season.
On the flip side a player like Nick Foligno (age 20) 81 games played for Ottawa last season, ok rankings not going to fit in my top 9 but would be a call up in case of an injury, and would delay that waiver decision till that point in time in the season.
I have Phil Kessel and Sam Gagner both making less than 1.5 million. Both under 23. Should I be able to store them in the AHL? How about Toews? Kane?
I get your point, but the thinking behind the AHL thing is to prevent those, otherwise the player was an NHLer, and should be in the NHL (BRHL). Now Anthony Stewart I can see your concern, and ya, he's one that probably should be able to go down, but Foligno? He played almost every game, I don't think theirs any way he should be able to be buried.
Personally, I don't want to start allowing specific exceptions to the rules becuas thats when you get headaches, mistakes, and cranky commishes. It is much easier, and more feasible to paint everyone with one broad brush, and adapt to that.
I can see the need for the rule the way it is now with the players you mentioned, maybe this is the only case to have an OV rating in case where the marginal player (Stewart) could be sent down based on his OV because all the others that were mentioned would not need to be even considered.
Dont hurt yourself reaching around to pat yourself on the back.
I would like to see some exception to the rule, as their will be a ton of guys on waivers this season. I drafted a guy like Gilroy after he played his 4 years in NCAA, and his first season pro he will have to clear waivers if I send him down. I dont think the Rangers in the NHL would have signed him if he had to clear waivers in his first year.
What about a rule where guys on their first ELC could be sent down without clearing waivers?

From the rules Rookies & Prospects 1) All players who have played at least 10 games in the NHL or AHL in the previous season will be placed on active rosters and will not count as prospects, despite when they are drafted. 2) If a player had a BRHL contract in prior season but was injured/left for Europe, and played under the minimum 10 games, but at least 1 game in AHL or NHL. He will receive ratings based off his prior season, and his contract will run.

I can't find any record of him playing any games last year. Where are you seeing that?

umm, going off memory, I may be wrong, if so, yes he will be sent to yoru prospect list. I could have swore he did, otheriwse I wouldnt have rated him.
