it not lowering the cap to 50.3 right now.. its just not allowing teams to gain UFA's and go over 50.3 because obviously if they go over 50.3 they will have to make a deal/buyout.. say i sit at 50.5 is it reasonable to think id be signing ufa's putting a team further over the real cap of 50.3?

Well, Kirk, I agree with your position but to change the rules this close to UFA would be tough.

what is the verdict can teams make UFA offers taking them right to 53.3 or is it capped at 50.3
???

The grace period will stay, like last year. Teams over the cap / within the grace period, cannot make a bid.
