If they aren't committed to bettering the league, why should the rich teams give them money?  The commitment from the poor teams should come first.  Put it as a qualification for revenue sharing like the NHL.  If they want the money, they should have to do something to get it.

Or go broke.

like as an example george would need to use the lemieux tag on vishnovsky based on his 79 OV last yr not his 73 ov now right?

I'd say tags should be based on previous season's rates, but lets here what the league thinks...
