A. A backup goaltender must play a minimum of 600 minutes. This is to ensure all teams do not abuse the privilege of having a superstar goaltender paired with a minimalist backup goaltender. It has occurred in other leagues that GMs abuse the salary cap by paying to have a star goaltender and than paying league minimums for a poorly rated backup goalie who does not play any minutes. It is unrealistic that a goalie would start every game in an 82 game schedule and to ensure all teams share their duties this rule is in place. With the 600 minute rule, a back up goalie would be required to start a minimum of approximately ten (10) games; even fewer if he gathers minutes if the starter is hooked midway during any game.
B. If need be Eric or Bryce has the authorization to sit a starting goalie near the end of a season if they are on pace to fail on achieving their backup goalie minutes.
i. An explicit warning will be given, this will only happen in a drastic measure.
C. Minutes of a goalie who has been traded will be accounted to the team at which his minutes were played.
i. EXAMPLE: Johan Hedberg plays 404 backup minutes with the Stars. He is traded to the Kings. His 404 minutes backup minutes would remain with the Stars, and they would only need 196 more minutes to comply.
The fact is that Lundqvist was not a backup when he was in Florida. His minutes with Florida cannot therefore be used as backup minutes, as they were "starting goaltender" minutes.
Just because you trade a starting goaltender, the minutes they played for your team do not change in their very nature...

I tend to agree with Anaheim, if I have Brodeur for 1/2 a season and trade him for Luongo for the second half. They do not count as starter and backup. Your backup must be realistic.
That said, unless appropriate warnings and such were given as is stated in the rules, it might be difficult to enforce this year. If warnings were given, than presumeably this has already been discussed by the violating team and the league and thus should not all of a sudden be an issue.

As long as the team has two goalies that have played at least 600 minutes for their team (Which Florida has IMO as Lundqvist played over 800 minutes in Florida) then who the hell cares if they were "back up" minutes or not, some people really need to stop taking this league so serious, it might be for money but it is still meant to be fun!

So you would be fine if team X has Luongo, team Y has Lundqvist, they swap with one another, each play 600 minutes with the new team, and then swap them back for good? Based on your reasoning (and Rob B's) that would be allowed... I don't think we want that.
The rule is pretty clear in my view. You cannot have one goalie as your starter, trade him away and then use his minutes towards your 600 minute limit for your back-up.
Maybe we need a goaltending minutes monitor, just like we have a salary cap monitor.
An alternative would be to limit each individual goaltender's minutes to 4200 for the year regardless of who they play for...

LA (Burke) and Boston (Thibault) both had BACKUPS play the required minutes earlier in the year.
The issue of if a team trades a starter for a starter isn't a big one imo. The GM had 2 different goalies play minutes for them. Regardless of their status, it counts.
Rich had asked me prior to trading Lundqvist about this issue, and I told him as I did above. His minutes would / could count as back up minutes.
