According to the rules, and to make the sim run, each organization needs at least three rated goaltenders. Some teams have anticipated the demand and have more than enough: Colorado has six, Minnesota and the Isles have five, several teams have four, but eleven teams don't have the required minimum yet:
Atlanta Buffalo Carolina Chicago Nashville Ottawa Phoenix Pittsburgh needs 2 (has only 1) San Jose Tampa Washington

Also, I recall us being able to get 50 ov ratings on prospects if needed to meet minimum requirements.
BRHL2 Rule III. Roster Regulations
A. All teams must have at least five listed centers, five listed left-wingers, five listed right-wingers, eight listed defensemen, and three listed goaltenders in order for the league to function.
i. Failure to achieve these minimum standards will result in fines with punishment escalating to position termination (if warranted - due to lack of participation).
I am in vacation mode " out of the office until i deem otherwise " will str8en it out once I can overcome my FA disappointment of having to pack in the up and coming season due to total ludicracy amongst "quote unquote" those who call themselves responsible GM's.
