Started going through the Rules. Looking for amendments, removals and additions to the current rules. I'll be adding my 2 cents here shortly, but if you have any other ideas aside from what has been mentioned in this section already.

-We need to fix the RFA rule where it says maximum signing bonus is 50% but apparently that only applies to UFA's so we need to determine the actual maximum for RFA's instead of guessing and doing a case by case which isn't very fair.
-Add that Salary cap is turned off after the trade deadline (or playoffs) whatever it is.
-Increase the penalty for being under the salary floor (it can't just be a fine if the penalty for being over the cap is to lose your best player).
-Rephrase X.A. to say the salary cap and salary floor will be set the same as the NHL but to make sure people understand that every rule that applies to the NHL salary cap doesn't apply in the BRHL.
-Remove X.E, it just makes people think that it's a maximum salary but it's not.
-Fix X.J. payouts for articles should be based on word count not what they are about.
-Why even bother putting RFA compensations if all RFA's are gonna be signed before we even get the chance to steal them from other teams?
-Consider adjusting the payouts of 12.5% to Top 50 prospects, seems like quite a bit which I'd give to cup champion or finalist or something like that.
I agree with what San Jose wrote as well, that's all i can think of at the moment, payouts aren't a big deal but i think the rest needs to be addressed.
Just to go more in depth with respect to an ammendment to the salary FLOOR rule
We need to specify that barring injuries a roster should be 23 players...
Being under the floor should be the same consequence as being over....you loose your best player.. (or maybe for a price floor violation a team looses their best asset (maybe a prospect))
Buffalo barely made the price floor and had like 30 players on the pro roster....the guy had 6-7 heatly scrathes all season long.... thats a loophole we need to fix
All BODs check out this tool, another league im in uses it....im fairly new to the league so i dont know how good it really is, but its a very interesting tool that could really help ut with RFAs....save us lots of time!!
It looks like a decent tool but one thing it doesn't account for is the number of points in the current NHL season or ice Time for D-Men which I think is the most important criteria. I do think we need to find a bit more consistency with these contracts though but I'm not sure how that's possible.
just a quick post, like some of the things that have already been said.
for the RFAs we have a similar program, we just run it on excel. But for the rest of the BOD, that is perfect.
here are a few of the things I've come up with that haven't been mentioned yet.
section IV:
i. 20 players is the appropriate complete roster size. 11/12 forwards, 6/7 defenseman, 2 goalies. Failure to comply will result in AUTO.
G. Trades are put through prior to simming. Lines will then be autod. If teams are working close to the cap or chose to make other alterations they must include them via e-mail with directions.
Section XIII:
Recently signed UFAs cant be tagged after their first year, but must have signed a 2-year deal to qualify.
Also, what do you guys think of reducing the amount of payouts given to voted awards. Didn't happen this year, and I pray that it never does. but it could eliminate a few problems.

I think I agree with you about the awards, give more to playoff teams.
As for the roster size I think we should be allowed from 20 to 23 players, I always like to have some extra players on my pro roster in case I have an injury and I can't send in new lines for the next day I don't want to be stuck playing with 18 or 19 players.
I guess I should clarify, but what I meant is that the starting line ups must consist of that. with a maximum of 23 players on the pro roster (3 scratches allowed).

Player Caps - The new NHL CBA has player caps for players above 35, I think thats the right age. And I think this upcomming NHL season it's 2.5mill. As well as if a player retires after he's 35, and still has years left on the deal then it counts against his cap.
Is that something we should think about adopting?
Salary Differentiation and Scales - Front and Back loading contracts. Something that might encounter some subjectivity, but something the NHL does. Any ideas here?
Just something for you guys to kick around. Nothing that likely needs to be addressed now, but something if we were to jump on, we'd do it starting next off-season.
If you guys have any other NHL CBA to BRHL2 ideas, let me know. There are somethings that are harder to do in an FHL structure, but you never know.

Also, something we've used in the BRHL1 a couple times are captains. While adding a 5 LD points to a teams captain, and 2 to each 'A'.
Captains wouldn't be interchangeable. one a team selects captains, they'd be permanent, for a year. If they trade their captain, the player will lose the additional rating points on the new team, and his previous team would be minus a captain.

For the player caps I wa snot aware of that rule but I think just like your last suggestion is something that is hard to implement because remember cap hit = average of salary over the length of the deal. As of now the salaries on the fnance page are the same as the cap hit and I think if we move away from that it make sit very complicated just to add a bit more realism that I don't think is necessary.
I do like the captains idea however, not complicated and adds something extra for the GM's to do.
For free agency, i think we should simply go for a silent auction...highest annual salary wins...simple as that....we should have NTCs but not Team options.
we need to avoid any petty details that may cause confusion.
I dont care for a 35year old contract limit....i dont think we need that.
Also, we BIGTIME need to avoid what is happeing in the NHL "front loading" contracts...BRHL2 should simply work with a cap hit numbers..thats it
