It's nice to know who has paid and who hasn't-just to keep us updated on how close we are. 2) Should we maybe make it manditory for people to pay before they draft?It will give new GMs comming in sort of a bonus for joining and technically the draft should be the start of a new year and we dont want Gms who arent returning to make their team rubbish.

It was long ago stated that you buy in the draft picks for the one year are yours to trade, use, etc.
The rule that was suggested "Not trading any picks for the following year unless they were paid for" logically confirms that once you buy in, you get the one year worth of picks, but not the subsequent years unless they are paid for.

I think we should make the BRHL2 "fiscal year end" right after the stanley cup is awarded.
It would be nice for a new GM to get a sense for his team right off the bat by drafting a few players in the entry draft as his first tour of duty. However, it seems unfair that we wouldnt allow that this year if we went with what I am proposing. Though upon more thought, it really isnt unfair at all because these GMs did an entire fantasy draft which included prospects etc...
I think Id feel much more at ease knowing a new GM is drafting for their team rather than an old GM who is about to leave and doesnt give a ****.
Aslo, when a GM plans to leave the league, he generally disappears during the playoffs after his team has been eliminated and likely wont return for the draft. Its juts much easier to sign them off right after they are eliminated, and also alot safer so they dont have a chance to ruin the team if they have hard feelings towards the league.
This is slightly a different story if we do incorporate your dispersal draft idea. All of this should be discussed though.

I do see what you are saying. But the real question that has to be defined is what you get for you $50.
Why wouldn't an outgoing GM get the draft picks he purchased on the front end? What your suggestion would do is encourage guys who want to leave to sell out their future at the deadline and trade all the picks because they don't get to use them anyways.
That will cripple the future of a team. If I had intended to leave at the deadline, I sure could have dumped all the top 10 picks for one run at glory, and killed the future of the franchise.
If a guy just disappears and/or is getting the boot, the commishes should step in and take over the franchise. If a guy is intending to leave, then the commishes should really decide what is in best interest of the franchise. If they think an outgoing GM is going to do his best before leaving, then they are more than capable of making that call.
Hmmm, yes this is another good point by you. It would encourage an all out run for the cup if you plan on leaving.
I wonder if there is a way to meet in the middle somehow without too many confusing rules.
As for your question about what a GM gets for 50 dollars? I think a GM should get a full calendar year as Im sure you do too, however, I think we need to determine the "starting point" to a year.
I think before the entry draft is theoretically best, but might not be a realistic starting point simply because of the above threat.
What other areas do you think we can look at if the above isnt plausible? Maybe right after the draft before free agency? That might be best because it does allow for some flexibility for the new GM to mould his team, but also doesnt prove to have many "loophole" threats to it.
I think the only way to do it is the way we are doing it this year, as listed by Eric above: Fill empty teams, pay franchise fees, and then do all the off-season activities such as entry draft, free agency, trading etc... It makes zero sense to do it any other way. What interest do I have in drafting, free agency or trading if I am leaving in a month? I cannot earn any payouts for it, so who cares? I don't have a problem with people trading their picks to go for one last run at it. That is going to just be the way it is in this league when a GM leaves, there is no way good way around it. The only ways around it are: No trading of draft picks until after the playoffs are done and all the GMs are paid up (basically leaving a few weeks to deal picks before the draft - lame). Require all GMs to pay up 1 full year in advance (ie. when the playoffs are over this year, pay for this coming season and the year after to allow dealing of picks for next summer). This would not work great, because not many GMs are gonna wanna pay that far ahead.
Yeah I don't mind the way it is however that's why the BOD should be allowed to reject trades without people whining because things like trading away all your picks to go for the cup now and not getting the right value can't be allowed to happen. Like Jamie said, the only other solution is if you want to trade your picks for the upcoming draft you need to pay for next year but then less trading, on the other hand it would incite people to pay ahead, I don't really mind either way but I think it's alright the way it is now.

I would agree that the year end should be right after the draft. An outgoing GM should not be able to spend money on bad contracts that an incoming GM will have to deal with.
Heres another question: If a GM does not show up to select a player for the live entry draft, what does he get?
In the dispersal draft they weren't given anyone, but with the circumstances I could see giving them automatically the highest selection based on how the real draft went a year ago.
Otherwise a GM who doesnt plan on showing up next year could easliy just not show up and then the rich get richer and no one will want to pay 50 dollars to take on a team that has no present and no future.
