Why didn't Vancouver add salary at the deadline?

They're in violation of the salary floor of $ 21.5 million with the maximum 25 players on the pro club.

The Canucks will incur a quarter million dollar fine for the violation for each of the 17 remaining games.

That's $ 4.25 million in fines.   Fortunately the organization has the cash.

But certainly others would have parted with UFAs for a million bucks or two. What gave?

I know Mike had mentioned he was relatively busy as of late so his deadline activy could have been the reason it was affected.
