Scroll throughout the Transactions page to find that the Penguins had the initial offer, but the Ranger's have since upped it.

Because the rangers SB counts as an extra 437,500 per season. Their offer would be for an average of $3,937,500 so they would be in the lead

For UFA players resigning with their previous team, does the 10% discount apply to the contract and signing bonus or just the contract?  Does the discount apply to each year of the contract?
