For my pick I used the Season 5 League Index, team roster section, unfortunately there isn't an all in one list with every player available that i have seen, but it works pretty good just ignore the pro roster teams and anyone who is under 24 in the farm teams...
Hope that helps as it confused me to at first too...
In Eric's waiver rule post he says that we will be asked by the sim if we want to place someone on waivers... but it's important to note that this isn't 100% accurate. In situations where a player is under the age limit, but played less than the required number of AHL games, the sim won't catch it. Probably same goes for guys who make more than 1.5 million?
I was relying on the sim to catch the waivers for me, and got burned with Korpikoski...
I know that only three players can be picked off a team, however if a team that is maxed picks a player in the draft can you now pick one more player of their roster, if not the team could keep on picking forwever without consequence...
IE: If I know that no one else can pick my guys I would expose as an extreme example a player like Stewart as i know he would not be able to be picked because I am maxed.
So for example:
Three teams have picked players I am at my max. However I know pick someone in the draft off another team and expose, can another team now pick that player because I have chosen to participate in the waiver draft. If the rule is not there, then I would suggest it needs to be added...

Commish correct me if I'm wrong on this, but you must expose a player that is farm eligible under 1.5 million. You will not lose this player in the waiver draft, but a player not farm eligible and/or over 1.5 million will be exposed to the waivers after the draft
