No trade clause means no trading, but waiving is allowed.

No movement clause means no trading or waiving.

How's it worded in the rules?

MARIO LEMIEUX TAG
1. Each team has one Lemieux player tag that they are able to use once every two seasons. (If you use it in year three, you CANNOT in year four.)
2. If you do not use it in year three or four, that is your discretion. But you cannot accrue tags. If you dont use the tag in seasons 3 or 4, you will only have one tag to use in either season 5 or season 6.
3. Lemieux tag players are making 2.5 million or more per season
4. Any player who signs using the Lemieux tag has an automatic 1 year no-trade clause; that will only be waived at the commishs discretion when it comes to new GMs coming in
5. Teams may NOT trade their Lemieux tag to another team.

KEVIN LOWE TAG
1. Applies to players who fall make between 1 million and 2.499 million per season.
2. Teams have one Lowe tag to use every two seasons
3. Teams CANNOT accrue Lowe tags.
4. Players must have played for the team for at least one full season.
5. You CANNOT trade your Lowe tag to other teams.
6. Players signed using the Lowe tag have a half season no-trade clause that will not be waived under any circumstances.

DAVE SEMENKO TAG
1. Applies to players making less than 1 million.
2. Teams can use one Semenko tag per season.
3. Teams CANNOT accrue their Semenko tags
4. Players must have played with the team for at least one full season
5. You CANNOT trade your Semenko tag to another team.
6. Players signed with the Semenko tag do not have any no trade clause.

Seems pretty obvious to me that anyone should be able to waive any player, as that is what the waiver process is for entirely...

why wouldnt someone like florida be able to waive doan at 11 mil if his team was struggling to make the playoffs and couldnt find a taker for him???

States no-trade not no-movement I would think putting a tagged player on waivers would be legit...
