I had the same problem with Gerber and Garon. Offers were high enough, but it wouldn't submit.

you need to go to offer new contract from the main screen. Not viewing offers and clicking create new offer. It did the same for me yesterday

Somehow when I said Garon I meant Denis. Don't ask.

They are both french, it's an easy mistake - they all look the same to me...
