Who is an RFA vs. who is a UFA?


The rule on RFA's is unclear to me and no one else seems to have the answers, so I'd like the commish to jump in here and clear a thing or two up...

What the rule says:


i. Restricted Free Agents (RFA) are those players who are 29 years of age or under (29 with 1 year left if during the season). During the season, when a player will be a pending RFA the owning team is required to either offer that player a qualifying offer (see below) or allow the player to progress to UFA unimpeded. a. RFA Age will change according to the following scale:         BRHL2 Off-season #1 / 06-07: 30 years old         BRHL2 Off-season #2 / 07-08: 29 years old         BRHL2 Off-season #3 / 08-09: 28 years old         BRHL2 Off-season #4 / 09-10 to 11-12: 27 years old
What does this mean in practice?  It's really difficult to understand what this means...

2010-11 - missed playoffs (19th overall)

in yr 1 players 31 with 1 yr deals were ufa..
year two players 30 with 1 yr deals are ufa's
next year someone 29 with 1 yr will be a UFA
in year 4 players 28 with 1 yr are UFA..

and thats where it stops i believe..

I have had a ruling as I have been interested in a player who is 28...

if they have 1 yr left and are 28...they are rfa...
if they have 1 yr left and are 29 they are ufa.

Looking at this link (http://www.brhlhockey.com/brhl2/BRHL2LinkedRosters.html), these ages and contract lengths are based on what is currently listed.

RIGHT NOW
Players who are 30 or younger with 0 years left are RFAs
Players who are 31 or older with 0 years left are UFAs

NEXT YEAR (Upcoming Regular Season)
Players who are 28 or younger with 1 year left are RFAs
Players who are 29 or older with 1 year left are UFAs

YEAR AFTER (Year 4)
Players who are 26 or younger with 2 years left are RFAs
Players who are 27 or older with 2 years left are UFAs
