I think this guys got the most ridiculous rating out of the whole package. Its probably too late now, but how the frick does a guy who plays 23 games and is -13 get a 74 OV rating? He only had 28 pts the year before and hes small etc... I dunno how he deserves a rating better than Ehrhoff who has now put up better stats that Westcott ever has, is bigger, better and more experienced...
Off the top of my head I'd imagine it has to do with playing time. When Westcott was playing he was essentially on CLB's top pairing with Ron Hainsey. He saw lots of PP and PK time. His bad +/- is a function of his team, and not of him. He got a reasonable amount of points in those games he played as well...

I think teams defences should be ranked 1-30th and then minutes on the top ranked team should be worth a bit more in the formula compared to the 30th ranked team and adhersely throughout the 30 teams. You just rank D in terms of GA.

I traded to get Westcott last year BECAUSE he was having a great year. I knew he'd re-rate well, that's why I got him.
He was leading the team with 23 minutes per game, including clearly the most time on the powerplay and second most on the penalty kill.
His +/- was a function of the team's lack of success. And his injury was unfortunate.
His high endurance and puck control rating affects overall greatly. But OV is misleading. His lack of passing, lack of speed and lack of size in the ratings will limit his performance.
By the way, Toni Lydman is criminally underrated, but I didn't complain. 64 puck control? 63 passing? yikes! He's rated like a defensive defenseman. The Sabres rearguard got jobbed in the ratings, but oh well.

It all averages out.
Another example of how the formulas could further be tweeked. I didnt take a shot at your player, i brought an example to the forefront of how our ratings are still not as thorough as they could be. The example just so happened to be your player.
Sad that Westcott has better rates than Filip Kuba, who had a strong year in Tampa, playing 81 games, racking up 37 points, and playing 20+ minutes per game including plenty of PK and PP time.

Defensive dmen traditionally aren't rated well in fhl... simply because they usually don't have the offensive stats to boost their ratings... subjective stuff like "was a member of the 2002 cdn gold medal team" doesn't mean squat to the ratings simply because there's no way to quantify any of it.
