we can be over cap until we start this season no? thats what commish eric said.. u have to play a game over the cap ;) but in UFA u cant put urself over the cap ;)
Yeah, just like in the season when you make trades you can be over the cap all you want... you just won't be able to make bids on UFAs if you are over the cap or if the new signing would put you over the cap. That is my understanding. (Although I don't know why there are 2 sets of rules... I am not sure why it is not like the NHL where you can sign guys and go over the cap as long as you are under before the season starts).
Because then if every team decided they wanted to max out their cap, and some teams were to go over, it would create chaos in the UFA market...
For instance why wouldn't Atlanta then put in a max-level contract on Sakic, then trade off some of the assets currently on his team in order to fall under??
See the problem?
By not allowing teams already at or near the cap to go over with their bids on UFA's, it creates a much more healthy market for those teams that have lots of cap room. AND rewards teams that hyave effectively managed their cap thus far....
I do understand what you're saying though in keeping with the NHL.... I just assume it's to help those teams in dire straits to get out of the basement quicker than normal...
hope this helped a little

BRHL2 League Rule XIII B. xi.Teams may exceed the cap during the off-season, by no more than 3 million per season.
Corrrect, but you may not bid on UFA's. Translation: There is no penalty for being over the cap by less than 3 million during the offseason except that you will not have the ability to bid on FA's. If you are already over the cap you cannot bid, and if you are under the cap, you cannot bid an amout that will put you over.

That's not at all how I understood it and I really hope you're wrong. If that s the case that you cannot make bids that put you over the cap I'd like someone to show me in the rules where it's stated because I can't see it.
