for guys who were drafted couple seasons past like 02 03 04 and not in the brhl2, has played a ahl season, but no nhl games can teams sign these guys and give up compensation 7ths next season or something?

You should have drafted them.. thats the way they always enter the league.
yep, there is no undrafted free agent signings in the league, they all have to be drafted in. Otherwise, everyguy would be signed as soon as he shows up on the radar screen, and the drafts would only have the eligible guys from that year in them.
